As the coronavirus pandemic rages on, people look to the federal government to help solve the crisis through regulations and other legal authorities. This panel will look at how federal rules are developed and their reach and limits to respond to the many facets of a public health emergency. The panel will also address what is within the federal government’s purview, what should (or must) be left to the states and how to reconcile conflicts between the two during an emergency.
